Provincially regulated cooperative financial institutions. Not subject to OSFI's federal stress test on their own balance-sheet (uninsured) mortgages — they apply their own qualification rules.
Best for
- Self-employed borrowers with documented but write-down-heavy income
- Borrowers near the stress-test cliff on a Big Six application
- Local property types outside national lender appetite (acreage, rural, mixed-use)
Not best for
- Borrowers seeking the lowest national rate on a clean salaried file
- Files needing nationwide servicing for a borrower who relocates often
Underwriting character
Underwriter discretion is real. Local market knowledge is a genuine advantage on edge files.
Document expectations
- Two years of T1 Generals plus NOAs for self-employed
- Business bank statements for self-employed
- Standard income/down-payment documents for salaried
Rate character
Rates are often competitive but rarely lead headline tables. The value is in approval, not in rate.
